General Information on Employment

The personnel policy of Frontex is based on its establishment plan, which specifies the number of staff members in the agency. Frontex does not employ officials on permanent contracts.
The agency is staffed by Temporary Agents and Contract Agents, in both cases selected through an open recruitment procedure.
Frontex is supported by a number of Seconded National Experts (SNEs). These SNEs are national or international civil servants or persons employed in the private sector deployed to work temporarily for Frontex under the relevant rules.
SNEs have a dual role: 1) to bring to the agency experience of the issues they deal with as part of their normal work and 2) to take back to their home administration the knowledge of issues they have acquired during their secondment to Frontex.

Employment conditions

Staff members are engaged on fixed-term contracts. The total remuneration package consists of a basic salary and family and other allowances, where applicable; the package is also influenced by a correction coefficient of 66.7 % for Poland.

Rules regarding secondment of national experts within Frontex are described in the Management Board Decision 12/2017 of 30 March 2017 laying down the rules on secondment of national experts to Frontex.

Equal opportunities

Frontex applies an equal opportunities policy and accepts applications without distinction on grounds of age, race, political, philosophical or religious conviction, sex or sexual orientation and regardless of disabilities, marital status or family situation.

Recruitment principles

Frontex's recruitment process is independent and separate from that of other EU institutions and EU agencies. Frontex organises recruitment processes with a view to filling vacant posts according to the agency's recruitment needs and plans.
Recruitment is carried out in line with the following principles:
  • Frontex launches recruitment by publishing vacancy notices on the European Personnel Selection Office website and on the agency's internet site;
  • Each vacancy notice contains all the necessary information on the post in question and the selection procedure;
  • For an application to be considered, it must be submitted using the Frontex Standard Application Form and filed within the stated deadline;
  • The recruitment process is open to all who fulfil the eligibility criteria specified in the vacancy notice - at the first stage of the process applications are checked to make sure they meet the eligibility criteria;
  • All eligible applications are screened and evaluated based on the selection criteria defined in the vacancy notice;
  • The best-qualified candidates - those who obtain the highest number of points within the evaluation - are short-listed for interview;
  • During the interview session, the Selection Committee examines the profiles of candidates and assesses their suitability for the post in question;
  • On the basis of the interviews, the Selection Committee recommends the most suitable candidate(s) for the post;
  • Based on the recommendation of the Selection Committee, the Executive Director takes the decision to appoint the successful candidate.

Secondment conditions

Seconded National Experts (SNEs) are mainly drawn from the respective civil services of the EU Member States and the Schengen Associated Countries.
Secondment is not employment, nor does it lead to employment at the agency.
Secondments last between three months and three years. They may be renewed once or more, up to a total period not exceeding five years.
Exceptionally where the interests of service warrant it, the extension with maximum of three years at the end of five-year period may be authorized by the Executive Director.
Throughout the secondment the SNE remains in the service of his/her employer and will continue to be paid by that employer. For the duration of secondment, the SNE is entitled to a daily subsistence allowance paid by the agency; he/she may also be eligible for a monthly allowance depending on the distance from his/her place of origin. Throughout the secondment he/she will remain subject to the social security legislation applicable to his/her employer. This employer will assume responsibility for expenses incurred abroad.
During the secondment the SNE will carry out his/her duties under the management of the agency, its Executive Director and the responsible Head of Unit. He/she will carry out the duties and conduct him/herself solely with the interests of the agency in mind.

Selection procedure

In 2007 it was decided to establish a pool of candidates for SNEs to support Frontex's operational activities. In February that year, the EU Member States and the Schengen Associated Countries were invited to offer suitable candidates to fill the agency's SNE vacanies.
Frontex applies an equal opportunities policy and takes geographical and gender balance into account in the selection process. Applications for SNE posts are gathered via the Permanent Representations of the Member States to the EU (and the Missions of the Schengen Associated Countries to the EU).
SNE selection takes place as follows:
  • Frontex sends Open Call letters to the Permanent Representations/Missions to the EU in Brussels, asking them to provide Frontex with candidatures of qualified candidates for the vacant SNE posts at Frontex. The information on open SNE procedures is distributed by Permanent Representations/ Missions among relevant national services. The Open Call describes the vacant SNE post(s), their requirements, and includes - Employer Authorization Form 1A and Frontex Standard Application Form. For an application to be considered valid, it must be submitted using the Standard Application Form, accompanied by a duly signed Form 1A via Permanent Representations/Missions to the EU in Brussels.
  • Application forms are sent by the candidates’ employers (national institutions) to the relevant Permanent Representation/Mission to the EU in Brussels, which collects them all and forwards them to Frontex;
  • Applications received by Frontex are registered in the database and considered for the further evaluation. All the applications are screened and evaluated based on the selection criteria and the best-qualified candidates are short listed for interview;
  • As a result of the interviews, the most suitable candidates are offered a secondment to Frontex. Secondment is concluded by a bilateral agreement between Frontex and the national institution sending the expert. In practice, this involves an exchange of letters between Frontex and the respective Permanent Representation/Mission to the EU in Brussels.
